Pursuant to West Virginia State code (§20-2-23), any dog handler or operator of an unmanned aerial vehicle (UAV) providing tracking services for profit must be licensed as an outfitter or guide. Any UAV operator not operating on property they own or lease must be licensed according to FAA Part 107.
